Arunachalee IAS officer earns accolades in the land of five rivers

Amar Sangno

ITANAGAR, Oct 21: At a time, when the North East states, particularly Arunachal Pradesh continued to be plagued with shortage of honest officers and endemic corruption a young Indian Administrative Service (IAS) officer from Arunachal, Dr. Joram Beda has become shining example of honesty and sincerity. He has kept the pride of North East region as well as Arunachal Pradesh alive in  the land  of five rivers called Punjab with his sheer determination and administrative farsightedness. He is the Additional Deputy Commissioner (ADC) of Moga district in Punjab and he brought his district in  number position in implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme. Dr Joram Beda, a 2008 batch IAS of Punjab cadre, though looks quite different from other people in Punjab, his good administration and effective monitoring skills in carrying out the developmental projects and his zeal for serving common people as an administrator has enabled him to earn appreciation from the government of Punjab on 7th September 2012 for good performance in MG-NREGA.  In its appreciation letter to Dr. Beda, Commissioner MG-NREGA Government of Punjab writes, “While reviewing the progress of your district, I am delighted to know the commendable work done by you and your team in the implementation of MG-NREGA. I convey my personal appreciation to you please keep it up”

Though he looks diminutive in figure his efficient and commanding prowess and strictness in principle makes his presence felt among the staff. Dr. Beda is not only an efficient IAS officer but also a doctor by profession, which makes him even easily accessible to common people.

Sharing his joy over the appreciation letter from the government of Punjab, Dr Beda said that his task was to ensure proper team work. “It’s always important to make every team member realize and understand his/her role” Beda added. He further opined  that team work is vital to achieve a goal. He educated the gram panchayat members about the importance of MGNREGA as they are the key component in project preparation and successful implementation of MGNREGA.

He further said that MGNREGA is very handy tool for bringing socio-economic as well as infrastructure development in rural areas because through its proper implementation we can provide livelihood to the needy as well as create durable assets for the villages side by side.

On being enquired by this reporter, young IAS officer said he would feel lucky enough if he gets an opportunity to serve own state.

There are many efficient young officers from the Arunachal Pradesh working in different fields across India and the world, who are contributing their skills in nation building and make our state proud.

Durga Puja begins with traditional fervour

Staff Reporter

NIRJULI, Oct 21: As thousands of devotees thronged various puja pandals to pay obeisance to Ma Durga on the occasion of Saptami today, Lok Sabha member Takam Sanjoy addressing the devotees at NERIST puja pandal exhorted the people of the state to use peace as the weapon to protect the sanctity of the institute.

Gifted by former Prime Minister Indira Gandhi as a first of such model institute in the nation to meet technical manpower requirements of the seven NE states, NERIST is unique and represent the spirit of India, Sanjoy said in his fervent appeal to guard the institute from any disruptive forces for it to earn laurels for Arunachal Pradesh.

As puja festivity has gripped India, state capital, a replica of mini India, cannot be an exception to this annual festival, he said.

Community Durga puja started in the state capital 38 years ago as per available record. The Sarbajonin Durga Puja, Naharlagun Community Hall Puja Committee, which celebrates Durga, Lakshmi and Kali pujas, is celebrating 39th puja this year, he said.

“I’m happy to be part of this great festivity, which is celebrated as victory of truth over evil. Mother Durga had fought a 10-day long ceaseless battle to kill demon Mahishasur to end his tyranny in heaven.

“Goddess Durga, considered daughter of the Himalaya, a manifestation of truth and purity,  the Supreme Power Adishakti herself and embodiment of the three flowing channels of primordial energy – Maha Lakshmi (Central energy channel), Maha Saraswati (Right energy channel) and Maha Kali (Left energy channel) is the subsequent kundalini powers. These energies mould together to generate the ultimate source of energy as Ma Durga.

“Kamakshya, near Guwahati, is globally known as Saktisthal or Saktipeeth where according to legend, the procreative organ of Goddess Parvati had fallen by the chakra of Lord Bishnu when enraged Lord Shiva resorted to Tandaba dance after Parvati jumped into the yagnya fire for her father Jakhya Prajapati’s insult to Lord Shiva.

“Truth ultimately prevails and this is a gospel truth. The tribal people of Arunachal Pradesh are nature worshippers, while one would find a glimpse of nature in the pandal itself.

“I recall former Law secretary A B Shukla, who was also president of All India Palmists Association and a great Sanskrit scholar. He had in-depth research on traditional practices and once recited the local hymns chanted by the Nyibus simultaneously that of Veda to draw a parlance between the two.

“Pointing out great similarities between the two practices, Shuklaji had gone on record saying the local practices still prevail in rudimental form while Veda has documented the same in a systemic way for preservation and use for greater welfare of the humanity.

“I know Lord Jaggannath, originally known as Nila Madhava and worshipped by the Jajabaras, a hill tribal community, in a cave in Nilgiri hill, was stolen by the brother of King Indradyumnya before being installed in the present Jaggannath temple at Puri in Odisha, belonged to the tribals. Thus, the hill tribe, known as sebayats, have today the first right to worship Lord Jaggannath.

“We the hill people are the proud owner of the great Bharatiya sanskriti. To cite few examples, the Parsuram Kund, one of the holiest pilgrimages for the Hindus in Lohit River in Lohit district, while Malinithan in Likabali has been proved as the sangam (confluence) of Shaktism and Savism.

“Scholars have proved that the tribal culture is the ancient culture without any root the way those belong to Santan Dharma claim. And India with its rich cultural heritage has been alluring invaders, scholars and travelers from far and wide. No other part of the world is as rich as we are. That is why India is a democratic and secular nation with respect for all cultures, religions and practices.

“Nothing is greater than Mother as word ‘Ma’ finds its mention in Om (Hindu), Amin (Muslim and Christian). Thus, let us take a vow before Mother Durga to work unitedly for peace, communal harmony and brotherhood to make India, particularly this Himalayan state prosperous for a great place to live in,” the young MP said to the applause of the gathering.

Director Prof Dipankar Pal, in his address, termed NERSIT as the jewel of the state, engaged in the socio-economic development of the nation, particularly Arunachal. Its alumni have made their mark globally, including in NASA, he said while reiterating his commitment to work for the greater welfare of the country particularly the state.

NERIST reflects the ‘unity in diversity’ spirit of India as it celebrates all festivals including the locals as proof of its secular nature, he added.

The children of the NERIST employees presented a cultural programme, particularly the Mahishasur mardan that left the audience spellbound.

Puja committee president and institute EE Jille Hiri, on behalf of the NERIST community greeted the gathering on the occasion.

ITANAGAR, Oct 21: A team of Govt officials including DC Capital Sanjay Goel, ADM-cum-CEO Talo Potom, AEs of Highway division PWD along with PPPF personnel today conducted an inspection along the NH52A from ‘O’ - Point Tinali up to R.K. Mission Hospital  and seized various items like, tyres, old two wheelers, etc  which were stocked near the footpath and along side of the NH52-A.   This was done in order to inculcate a sense of discipline amongst the shop owners  so that they do not block the sides of NH52A and to help the city remain neat and clean.

The site inspection was done as there were frequent complaints about illegal occupation of the sides of the NH52A by various shop owners who are in habit of stocking their business materials on the foot path and RoW of NH52A, which results in no walking space for pedestrian and no space for parking of private vehicles, the  Capital administration said in a release.  It was also seen that many vehicle-repairing garages have parked their tools, tyres, abandoned vehicles, etc on the sides of NH52A resulting in unnecessary congestion and also damaging the aesthetic look of the city. The District Administration reiterates its appeal to all the commercial establishments along the NH52A for not blocking the RoW of NH52A and help it in keeping city neat and clean.

A story of two unsung heroes

ITANAGAR, Oct 21: The Adis (Abors) have fought wars against British at different places in Adi areas. However, there heroic deeds and supreme sacrifices have never find a place in the history of freedom movement in India. But their supreme sacrifices still alive in the heart of Adi people in form of legend and Myth.

The contribution of Late Borkeng Tayeng and Late Kebo Tayeng who valiantly fought and made supreme sacrifice in protecting the mother land from the British remained only in form of legend within Abor Padams.

In order to keep  the  contribution of Borkeng and Kebo Tayeng in freedom movement and their heroic deeds alive, the Tayeng Welfare Society (TWS) is erecting a War Memorial Monument “ Abor Liireng” on October 23 at Ayeng village, Mebo circle of East Siang District.

The role of Borkeng and Kebo in freedom movement:

It appears from the history of relation between Adi and British that   since 1825 the British wanted to intrude into the Adi territory. However, the Adis were averse the British intention which led to the Anglo-Abor War of 1847, 1858, 1859 and 1861. Such inimical relation of the Adis and British emboldened late Borkeng Tayeng, the Chief of Ayeng Village to rise voice against British authority. The British authority in order to occupy more territory and to expand their administration and strengthen their position in Adi territory, they found it wise to establish post of 300 men at Bomjir and Nizamghat under the command of Major G.W. Beresford, Officer Commanding Nizam Ghat in the year 1881 to prevent Adis from entering into the British territory. By establishing this military outpost the British could strengthen their position and could oversee and indirectly took control of Adi territory. However, the Adis did not like the establishment of Military outpost at Mijom Ghat. Ultimately the hostility and conflict broke out between the Adis and British administration.

Further, the Revolt of 1857 brought feeling of nationalism and also develop a sense of freedom throughout India including Assam and Adi territory. The Indian people including Adis wanted to fight back for freedom of their areas. This sense of freedom movement inspired Adis to fight against British administration. So, in order to protect Adi territory in the year 1882 late Borkeng Tayeng a Chief of Ayeng village of Adis who participated in the conflict against British at Mijom Ghat at Dibang killed many British Sepoys including two Mishing Kotokis of British Government to protect the interest of Adis.

Ultimately the British could not advance and establish their authority in Adi area and abandoned the Military outpost of Mijom Ghat (Needham Ghat).

Later, the British followed a policy of loose administration and appeasement towards Adis but these policies did not work and Adis remained independent. So in order to further strengthen the position and authority of British empires an expedition was proposed to undertake in Adi territory.

J.F. Needham, Assistant Political Officer recommended for an expedition against the Adis and it received the support of W.E. Ward, the Chief Commissioner of Assam who wired to the Foreign Secretary, Govt. of India (under British rule) for sanction of the expedition. He justified in the message that the failure and retreat of the British troops in earlier expeditions had created a notion amongst the Adis, that they were unconquerable. A further outrage occurred on December 23, 1893. A Sepoy was killed and rifle was carried off. As such, the then British-India  Govt accorded sanction for the expedition on December 27, 1893.

The expeditionary forces assembled at Sadiya in the early part of January, 1894. It consisted of 150 men of the 44th Gurkha Rifles under Lt. J.A. Wilson and Lt. G.L.S Ward, 300 men of the Lakhimpur Military Hills Police under Capt. Row, Lt. J.M. Camillary and Superintendent of Police E. Muspratt, 100 men of the Naga Hills Military Police under Capt. W.R. Little and two 7- Pounder guns under Lt. L.W.P East and Sergeant Loweth. Capt. R.M. Maxwell commandant of Lakhimpur Military Police accompanied by Mr. J.F. Needham as Political Officer and 1500 transport coolies. The expedition started on 14th January 1894.

This Abor Expedition was popularly known as Bongal Mimak or Mijom Mimak (Needham War). The objectives of the expedition was to attack and punish the Abors of Bomjir, Dambuk, Mebo, Ayeng, Silli, Padu, AdiPasi, Millang, Komkar villages and finally to capture Damroh Village the headquarter and one of the stronghold of Abor who participated during 1881 War at Mijom Yapgo.

The Military Expedition team established a base camp at Yetek-Yepu near Bodak. After establishment of base camp at Yetek-Yepu near Bodak some of the Expedition team led by Capt. R.M. Maxwell Commandant of Lakhimpur Military Police along with Mr. J.F. Needham left for Silli on 2nd Feb’ 1894 and a force of 47 Sepoys under Subedar Anayat Khan guarded the base camp where ration items, war weapons etc. were stored. The base camp was also used as reinforcement camp for conducting further expedition to Abor land. The Abors of Upper belt retaliated the Military Expedition team at Pesang Adi. Meanwhile, Late Kebo Tayeng son of late Borkeng Tayeng and others of Ayeng Village attacked the strategic British Military base Camp of Yetek-Yepu near Bodak on 2nd March 1894. They entered the camp in the guise of Coolies (Porters).  Late Kebo Tayeng killed Commander of the Military Base Camp Subedar Anayat Khan and accompanying Abors immediately attacked other British Sepoys, Coolies and also burnt down the Base camp of Yetek-Yepu. Finally the military expedition of 1893-94 to Abor land could not success and British withdrew the Military Base Camp and returned to Sadiya. (Contributed by Geyong Tayeng)

We are waiting!

Dear Editor,

Already 30 plus days have passed since the publication in your esteemed daily on 14th September, 2012 regarding the state government’s decision to constitute a one-man enquiry committee to probe into the alleged anomaly and manipulation in recruitment process of police constable in Upper Subansiri District. But till today we are still in darkness about the constable interview results and reports of the enquiry committee. According to my perception, one-month time is quite enough for the  team to investigate the matter.

So, such long period of enquiry may create  doubt in the mind of people. Large number of students who had participated in the recruitment drive are still waiting for the results and hope that the concern team will bring definite result without delay.

I would also like to request  all the people as well as society of the District to co-operate the enquiry team through which we can see the genuine result soon. Again I would like to appeal the one-man enquiry committee to move forward rapidly because this matter is now in your hand  and only your definite effort can keep the deserving candidate’s hope alive.

Last but not the least, I as a citizenship of Upper Subansiri district  extend my thanks to the TWS (Tagin Welfare Society) for brining the  matter before the CM and hope that TWS will also help the team to bring-out the result as soon as possible.

Yours’

Metum Soki,

D-Sector, Naharlagun.

An ESCAP report underlines the need for enhanced regional cooperation for least developed sub-regions in South and South-West Asia to catch up with their global peers.

Enhanced sub-regional cooperation can reduce wide development and infrastructure gaps in South and South-West Asia, stimulating growth that is more inclusive, sustainable and resilient to economic shocks and natural disasters, the United Nations told a high-level policymakers’ forum in New Delhi recently.

According to the ESCAP South and South-West Asia Development Report 2012-13, the sub-region’s slowing growth together with the uncertainty in advanced economies is exposing its structural challenges. These include the need for more inclusive development, closing wide infrastructure gaps, strengthening food and energy security, diversifying and moving up the value chain in industrial and export structures, and reducing the risks and costs of disasters, particularly in the sub-region’s least developed countries and landlocked developing countries.

The report offers guidelines for South and South-West Asia to work together and with international development partners to boost food and energy security and trade, create employment opportunities for its large youth population and enhance connectivity across the sub-region and beyond.
